chore(deps): update frontend dependencies

Minor and patch updates across the frontend toolchain and runtime
(antd, TanStack Query, react-router, react-hook-form, i18next,
Storybook, oxfmt/oxlint), plus @hookform/resolvers 7. Typecheck,
lint, the full vitest suite and the production build pass.
