Merged into release/v3.8.51 via batch validation: subscription-ladder + free-regime vitest suites green (32/32) on the combined tree, check:provider-consistency OK (353 canonical providers), static gates green (virtualFactory.ts frozen at merge size with dated rebaseline). Also pushed a docs commit marking rungBudgetUsd as not-yet-enforced per review, and synced the branch onto the updated release tip. Strong opt-in design failing closed where money is involved — thanks @yourspraveen!

* fix(migrations): renumber Devin Desktop migration to 151 (avoid 147 collision)
147_windsurf_to_devin_desktop.sql collided with the released
147_api_keys_model_access_mode.sql — getMigrationFiles throws
"Migration version collision detected" on every DB start. Base occupies
slots up to 150, so renumber the new migration to 151 and point the
windsurf→devin RENAMED_MIGRATION_COMPATIBILITY entries (and tests) at it.
147 is freed in KNOWN_GAPS since 147_api_keys now owns the slot.

v3.8.40 cycle integration → main. All test gates green (Unit/Integration/Coverage/Node-compat/Quality-Ratchet). The only red check, 'PR Test Policy', is the test-masking heuristic firing on the cumulative ~57-commit release diff (legitimate assert consolidations already reviewed per-PR — Gemini CLI removal #5246, retired GPT models #5280, provider catalog refreshes); overridden with --admin per the documented release-PR convention. CodeQL/SonarQube advisory scans non-blocking; #5278's code already passed CodeQL on main. Homologated on VPS 192.168.0.15 (v3.8.40 healthy).
