Merged as part of the 39-PR owner batch of 2026-09-11, validated as a unit.
Boarded into one consolidated worktree cut from `release/v3.8.51` with the other 38 — zero conflicts between them.
- ESLint over every changed file: no errors (the only finding was one suppression entry the batch emptied, pruned on #13243)
- `typecheck:core` clean; `check:dashboard-typecheck` OK (206 pre-existing, within baseline); `check:changelog-integrity` OK
- complexity 2821 / baseline 3218 and cognitive-complexity 1272 / baseline 1437 — both under baseline
- 256 assertions green: 246 under node:test and 10 under vitest, which is where `tests/unit/**/*.test.tsx` actually runs
- `check-file-size`: `chatCore.ts` rebaselined 6144 → 6146 for #13278 and #13276, annotated and landed on #13243⚠️ base-red inherited: #12732 — the provider count (356 in the docs vs the 358 the modules define) and `open-sse/utils/stream.ts` at 3115 > frozen 3098 both reproduce on the pure tip with zero contribution from this batch.
Nasty shape: HTTP 200, upstream billed, and Codex times out waiting for `response.completed` that never comes because the body is JSON. Good catch that wiring the wrap in `handleResponsesCore` would not have fixed it — production goes through `handleChat`, and that helper is tests-only. Stamping the client's SSE intent before flipping `stream` off is the right place to remember it.
Reconciled against the tip after the batch landed: only the file-size baseline conflicted, resolved to the batch's rebaselined value. 5/5 afterwards.

Validated in one consolidated worktree cut from `release/v3.8.51`, boarded with the other 19 PRs of this batch. Two in-batch conflicts, both additive and resolved by keeping each side: the `ENVIRONMENT.md` table (#13035 + #13011) and the `chatHelpers.ts` import block (#12975 on the tip + #13017).
- `typecheck:core` clean; `check:dashboard-typecheck` OK (206 pre-existing, within baseline); `check:changelog-integrity` OK; `check:docs-counts` migrations ✓
- complexity 2816 / baseline 3218 and cognitive-complexity 1271 / baseline 1437 — both under baseline
- 531 of 532 focused assertions green across the batch's 46 test files
- `check-file-size` rebaselined for the batch's real growth (annotation `_rebaseline_2026_09_11_mergebatch_v3851_houminxi`, landed on #13038), attributed per PR
The single red is **not this batch**: `tests/unit/combo/quota-weighted-strategy.test.ts` → "A/B isolation: 7 hard-empty + 2 at 0.5% + 1 at 40%, floor=1" asserts an order between two connections of identical weight and flakes on the pure tip too — 2 failures in 4 runs at `origin/release/v3.8.51` with nothing from this batch applied.
⚠️ base-red inherited: #12732 — `Docs Gates`, `Merge integrity`, `No new ESLint warnings`, `Unit Tests fast-path` and `Fast Quality Gates` reproduce on the pure tip (provider count 356 vs the 358 the modules define, SKILL.md drift, and `open-sse/utils/stream.ts` at 3115 > frozen 3098, untouched here).
Thanks @HouMinXi — the live evidence on these (X500 logs, `storage.sqlite` state, real `/v1/models` probes, the 36-minute outage write-up) is what let a 20-PR batch be reviewed as a unit.
Merged to restore the ESLint gate on the release tip. Verified the errors were absent at ba1ee6617 (pre-batch) and present after, so they belong to today's merges.
Right call not to reuse the combo loop's `fallbackCount`: it only increments after a leg fails or is skipped, so the second target would still report 0 at dispatch. Stamping the ordered index (or round-robin offset) at the gate is the only place the number is actually known. This PR also carries the batch's file-size rebaseline, since it merges first and the ceiling has to cover every intermediate state.

Forwarding only an explicit custom-model DB override as `modelInfo.targetFormat` is the key distinction — it lets chat core's credential-aware resolution pick the live connection setting instead of the format baked into the node id at creation, which is exactly what #11884 was about. I rebaselined the integration test file for the new case.

Validated in one consolidated worktree cut from `release/v3.8.51`, boarded with the rest of this batch — zero conflicts between the 19 PRs.
- `typecheck:core` clean; `check:dashboard-typecheck` OK (206 pre-existing, all within the frozen baseline); `check:changelog-integrity` OK
- complexity 2802 / baseline 3218 and cognitive-complexity 1267 / baseline 1437 — both under baseline
- 226 of 228 focused assertions green across the batch's 23 test files. The 2 remaining belong to #12551, which is held separately.
Two batch-owned defects were found and fixed in flight, both pure base drift: `173_xp_action_counts.sql` collided with `173_call_logs_video_content_removed.sql` (renumbered to 176 on #12651 — it aborted every DB open, which is what 53 of the first run's failures were), and the feature-flag catalog was missing the `SERVER_OWNED_TOOL_LOOP_ENABLED` row the base gained after #12552 was written.
⚠️ base-red inherited: #12732 — `Docs Gates`, `Merge integrity`, `No new ESLint warnings`, `Unit Tests fast-path` and `Fast Quality Gates` reproduce on the pure tip (provider count 356 vs the 358 the modules define, SKILL.md drift, and `open-sse/utils/stream.ts` at 3115 > frozen 3098, which this batch does not touch).
Thanks @pacocartones — the `file:line` citations and the explicit out-of-scope notes on every one of these made a 19-PR batch reviewable in one pass.
Reconciled and merged. This branch was stacked on #12941, which has since landed, so it read as 1484 additions across 16 files and CONFLICTING. I merged the current `release/v3.8.51` into it rather than rewriting your branch: `open-sse/executors/opencode.ts` conflicted in six places where your side was a strict superset of the squashed #12941, and the tip had touched that file through nothing but #12941, so your side was taken whole. The PR now reads as its real 12 files, +839/-25.
The change itself is right: a flapping upstream 5xx aborting the whole agentic chain is exactly the case where rotating to the next healthy account is safe, and keeping it a separate arm from the 400-empty branch matters because that one has to clone-read the body while this one never touches it. Threading `correlationId` through so interleaved requests stay attributable — and never fabricating one when absent — is the right discipline.
Both geo-block regression suites pass alongside the new ones (43/43 across the five opencode test files), which is what proves the conflict resolution preserved #12941's behaviour.
I also tightened the batch's file-size rebaseline here: `src/sse/handlers/chat.ts` needed no bump at all (it lands at 2452, under its existing 2458 freeze) and `open-sse/executors/base.ts` needed only your +2. An earlier measurement had included a local prettier reformat that is not part of this branch.

Validated in one consolidated worktree cut from `release/v3.8.51`, boarded together with the rest of this batch — zero conflicts between them.
- `typecheck:core` clean; `check:changelog-integrity` OK
- complexity 2799 / baseline 3218 and cognitive-complexity 1265 / baseline 1437 — both under baseline
- 86 focused assertions green across the batch's 10 unit test files, plus 16/16 on the v1 plugin option schema and 16/16 on the v2 option tests
- `check-file-size` rebaselined for this batch's real growth (annotation `_rebaseline_2026_09_11_mergebatch_v3851_maxmad_opencode`, landed on #13141). `open-sse/utils/stream.ts` was deliberately left frozen: it is already 3115 > 3098 on the pure tip with zero contribution from this batch.
⚠️ base-red inherited: #12732 — `Docs Gates`, `Merge integrity`, `No new ESLint warnings`, `Unit Tests fast-path` and `Fast Quality Gates` all reproduce on the pure `release/v3.8.51` tip (provider count 356 vs the 358 the modules define, SKILL.md drift, and the `stream.ts` freeze above). None of them touch these diffs.
Thanks @maxmad64bis.
Correct and well-traced: `rate_limited_until` is TEXT but one write path stores a bare epoch that SQLite coerces to `"1781696905131.0"`, which `new Date()` alone reads as `NaN` — so a still-cooling connection looked available and combo fed it traffic that could only come back 429. Routing both readers through the existing tolerant normalizer is the minimal fix, and keeping unreadable values fail-open is the right default. The #3954/#3995 lineage explains exactly why this function never inherited the normalization.
This PR also carries the batch's file-size rebaseline, since it merges first and the ceiling has to cover every intermediate state.

Merged with a rebaseline commit added on top of your branch: check:file-size freezes the gateways catalog at 1462 lines, so any new entry fails the gate on arrival. The annotation covers this entry and EURouter's (#13025) together, following the route every previous gateway entry took (#11786 seekai, #10987 logfare, #10668 tabitoken, #10531 freebuff, #11631 1min.ai) — the file is declarative data already split into six family files, so splitting it for two entries would break the semantic-families rule.
Validated in a combined worktree with 13 sibling PRs: 132 focused tests pass, typecheck:core clean, file-size green after the rebaseline.
Thank you for stating plainly what you did not verify. "The endpoint exists and is key-gated; catalog, streaming and tool calls not exercised" is worth more than a confident entry that turns out to be guesswork, and the conservative entry that follows from it — empty models, no capability declared, hasFree false with the billing shape spelled out — is exactly right.
Batch 1 of the locale expansion: Greek, Croatian, Serbian, Lithuanian, Estonian, Latvian, Slovenian, Maltese and Irish across the dashboard catalog, docs mirrors, CLI catalog, README, locale index and the site. 42 → 51 locales.
Also fixes the ICU literal escape the translation backend dropped around angle placeholders, four translations that invented or renamed a placeholder, the language bars that linked to mirrors that do not exist, and the migration count drift (171 → 172).
⚠️ base-red inherited: #12732 — the four unit shards and Fast Quality Gates fail identically on unrelated PRs cut from the same base.
`typecheck:core` limpo, ESLint 0 no arquivo.
```ts
const iso = (ms = 86_400_000) => new Date(Date.now() + ms).toISOString();
```

Merged. This removes the cause that #12607 had to freeze.
`react-hooks/set-state-in-effect` on this file was living in `config/quality/eslint-suppressions.json` as a frozen count of 1 — the lint was green because the violation was suppressed, not because it was gone. `useSyncExternalStore` is the sanctioned shape for exactly this problem: `getServerSnapshot` supplies the SSR-safe default, `getSnapshot` reads localStorage after hydration, and the tree commits once instead of twice. The `storage` listener keeping other tabs in sync is a real bonus.
The detail that makes this correct rather than merely lint-clean: you kept "hide for now" and "hide forever" as separate concepts — `usageGuideHiddenForNow` stays per-mount local state while only the persisted dismissal goes through the store. A naive conversion would have collapsed them and made the temporary hide survive a reload.
Three things I added before merging:
1. **Dropped the `react-hooks/set-state-in-effect` entry from the suppressions file.** With the cause gone it becomes a stale allowlist entry, which is what the Fase 6A.3 stale-enforcement is built to flag. Verified: `eslint` on the file now reports only the 6 pre-existing `no-unused-vars`, which stay frozen.
2. **Updated the rationale comment above the hook** — it still described "correct it client-only, after hydration, in an effect", which is the shape you just removed.
3. **Rebaselined `combos/page.tsx` 5018 → 5066** in `file-size-baseline.json` with a dated annotation. The +48 lines are the module-scope store helpers; the cap is pre-authorized for legitimate growth and this is as legitimate as it gets.
Validated on `release/v3.8.51`: `check-file-size` OK, `lint` clean, `typecheck:core` and `check:dashboard-typecheck` clean (207 pre-existing, all within baseline).

Obrigado, @backryun.
Migrates the Claude, Grok, LMArena, Notion and Perplexity web-cookie transports from the tls-client-node/Koffi sidecar to the exactly pinned wreq-js 3.2.0 runtime, keeping the per-provider browser/OS profiles, making request cookies ephemeral, bounding and generation-protecting the shared native transport pool, removing the legacy downloader and repair path, and carrying the native binding and license evidence through the npm, standalone, Electron, Docker and Bun packaging surfaces.
This is the consolidation of the two competing migrations, and the consolidation was decided by evidence rather than by preference. #11753's six suites were installed over this implementation and run as an independent specification: 31 of 36 passed. All five failures are artefacts of #11753 being the older design, not coverage gaps —
- two hardcode the 3.0.0 pin in their assertions (this branch pins 3.2.0, which is what the release tip already resolves; #11753's 3.0.0 would have conflicted);
- one reads open-sse/services/chatgptTlsClient.ts, deleted when #11754 retired ChatGPT Web, so the test is stale against the current tip;
- two import WREQ_JS_NATIVE_BINARY_NAMES / resolveWreqJsNativeBinaryName, which this branch redesigned into WREQ_JS_NATIVE_BINDINGS / resolveWreqJsNativeBinding plus WREQ_JS_VERSION — a rename from modelling natives as file names to modelling them as package bindings, verified as an API difference rather than a lost capability (the linux-x64-gnu .node is present and serviceable).
This branch is also the strict superset by scope: 7 files exclusive to it, including the wreq-js Rust license inventory and notices, .trivyignore, open-sse/utils/tlsClient.ts and assembleStandalone.mjs. #11753 had one exclusive file, its changelog fragment. Nothing needed porting, so #11753 is superseded rather than merged, and the changelog entry credits both.
Reconciled on merge: clean against the tip. The new migration suite (tests/unit/tls-client-wreq-migration.test.ts, 1374 lines, 31 cases) is frozen at its exact LOC with the rationale — it shares one native-transport harness, so splitting it mid-merge would duplicate that harness for no coverage gain. Verified that no existing cap moves.
Verified: 182/182 across the eight TLS, native-manifest, postinstall, standalone-bundle, pack-artifact and provider-validation suites, typecheck:core clean, check:cycles OK, check-changelog-integrity OK, check-file-size OK, and every changed TypeScript file parses.
Restores ChatGPT Web on a clean-room browser transport, merged on the operator's explicit decision.
Worth stating precisely, because this touches a provenance decision: the PR does not revert #11754. It narrows RETIRED_COMMON_CHATGPT_WEB_PROVIDER_IDS to the single GPL-derived alias cgpt-web and registers chatgpt-web as a separate clean-room id. The old implementation stays retired and blocked; the retirement machinery, its error code and its 410 contract are untouched. All four retirement suites agree with that distinction and pass unchanged.
The 44 protected agent-instruction surfaces this PR touches (AGENTS.md, llm.txt and its 42 mirrors, README) were verified rather than trusted: masking digits and comparing the removed and added line sets gives 264 lines on each side, identical — every change is a provider-count substitution, with no sentence added, removed or reworded.
Reconciled on merge: clean against the tip, with the two chat chokepoints this PR grows (src/sse/handlers/chat.ts +40, open-sse/handlers/chatCore.ts +30) recorded in the file-size baseline under an annotation. Verified that exactly those two caps move and nothing else, so the #12411 ratchet holds. The rebaseline is carried on this branch rather than left in a validation worktree — the propagation mistake that put the 2026-09-02 merge waves base-red in #12434.
Verified: 504/504 across the PR's 44 test files plus all four chatgpt-web retirement suites, check:provider-consistency OK (272 REGISTRY entries, 355 canonical providers), check-file-size OK, and every changed TypeScript file parses.
Thanks @backryun — separating the clean-room id from the retired alias, instead of reopening the old one, is what made this reviewable.
Applies the repository Prettier style to tests/unit/grok-web.test.ts. No production code, no assertion changes.
The AST-identical claim was verified independently rather than taken on trust: minifying both sides through esbuild produces byte-identical output.
The reformat expands the file from 2436 to 2713 lines, past its 2437 cap, so the baseline carries a new annotated entry at 2985 — the real LOC plus ~10% headroom, per the operator's instruction, so routine additions to this suite do not re-trip the gate on formatting alone. It is recorded as a deliberate exception to the down-only ratchet #12411 re-tightened; no other entry moves.
Verified: 68/68 in the reformatted suite, check-file-size OK.
Closes the two remaining unresolved provider-asset records without weakening the provenance boundary: public/providers/nimble-search.svg is removed because no sufficient redistribution evidence is recorded, and Nimble Search renders with the internal generic icon before any CDN tier while staying fully functional; Opper is registered in the local SVG resolver with its existing bytes proven against opper-ai/provider-omniroute at immutable commit 9aacef7d6a, recording the MIT repository license from that same commit while keeping trademarkClearance null.
Validated in a combined worktree with the batch's ready set boarded onto the current tip: parse sweep clean on every changed TypeScript file, typecheck:core clean, check:dashboard-typecheck OK (207 pre-existing errors, all within baseline), check:cycles OK, check-file-size OK, 203/205 focused node tests and 94/94 vitest — the two failures belong to #12427, which is held back.
The current release dependencies already resolve the ChatGPT Web vendor diagnostics the allowance covered, so the stale open-sse typecheck allowance is removed and any future diagnostic becomes a blocking regression again. No vendor source, package manifest, checker script or runtime behaviour changes.
