* feat(docs): mirror every docs/ page in all 65 locales
Extends the documentation mirrors from the 22-page core set (#13940) to
every Markdown page under docs/: 152 sources x 65 locales = 9,880 mirrors
(6,208 new), language bars rewritten for the full locale list, state
adopted so the blocking drift gate now covers all 152 pages.
run-translation.mjs: an oversized block made only of table rows or list
items (PROVIDER_REFERENCE.md 244-row table, FREE_TIERS.md 71-item list) is
cut at item boundaries and rejoined without a blank line — the single
16-40 KB request outlived the backend socket for verbose scripts. 48
older mirrors whose tables had lost rows were retranslated with --force.
* docs(i18n): refresh mirrors for the sources the base changed since the branch cut
Section-level retranslation of the 29 docs (and README.md) whose source
or mirrors moved on release/v3.8.51 during the run, then state adoption;
the drift gate is green again on the merged tree.
1,104 mirrors rewritten over five passes of run-translation on the 22-source core set: the 14 sources edited since their translation, the 322 mirrors that were still English copies, and the frontmatter the old extractor leaked into the newer locales' bodies. The pipeline now caches per-`## `-section hashes and retranslates only changed sections, never reuses a section that is still English, rebuilds English-copy / leaked mirrors even when the source is unchanged, merges the state on save (parallel runs), and the drift gate (scoped to the core set) is blocking. Final audit: 0 stale, 0 English copies, 0 leaked frontmatter across 1,430 core mirrors.

Batch 3 (last) of the locale-expansion plan: ha, yo, ig, am, uz, ka, hy on every surface — dashboard catalog, docs mirror (22-file core + llm.txt + CHANGELOG), CLI catalog, README flag block, locale tables and 🌐 language bars. Also closes the key gap the batch-1 (43 keys) and batch-2 (10 keys) catalogs carried since their base merges, fixes the Igbo "Model" copy and allowlists the Uzbek cognate. Translation-ratio baseline covers 65 locales.

Also: the translator restores the ICU literal escape around angle placeholders, and the docs chunker splits oversized sections before translating.

Also fixes the ICU literal escape the translation backend dropped around angle placeholders, four translations that invented or renamed a placeholder, the language bars that linked to mirrors that do not exist, and the migration count drift (171 → 172).
