This PR's SSRF guard removes the unused-var violation that entry covered, and
eslint treats a suppression with nothing left to suppress as an error.

The chatCore.ts ceiling also moves 6144 -> 6146 for the batch: #13278 (+1) and
#13276 (+2/-1), both guard conditions at existing call sites.
