Austin Liu 441eb9a6f5 fix(errorConfig): add status 499 metadata mapping (fixes #8535) ...

Register HTTP status 499 (Client Closed Request) in ERROR_TYPES and DEFAULT_ERROR_MESSAGES so stream failure finalization and client error formatting treat client-side disconnects as client_error / client_closed_request instead of unmapped internal server errors.
