Fusion (16th strategy, panel fan-out + judge synthesis) and headroom shipped but the strategy-count docs were stale (14/15) and omitted both. Update every combo-strategy reference to the canonical 17, add fusion + headroom to all strategy tables, and add a dedicated Fusion section to AUTO-COMBO.md documenting judgeModel / fusionTuning config + an example. - CLAUDE.md, README.md, FEATURES.md, RESILIENCE_GUIDE.md, ARCHITECTURE.md, OPEN_SSE_ARCHITECTURE.md, OMNIROUTE_VS_ALTERNATIVES.md, docs/README.md, request-pipeline.mmd: 14/15 -> 17, list fusion + headroom - docs/routing/AUTO-COMBO.md: strategy table + new Fusion strategy section - docs/openapi.yaml: add reset-window, headroom, fusion to the strategy enum
