The AgentRouter quota tracker reads providerSpecificData.consoleApiKey/newApiUserId
but neither had dashboard UI for the agentrouter provider (consoleApiKey was gated to
bailian-coding-plan; newApiUserId had none), so the tracker could never populate.
Adds both inputs to the Add/Edit connection modals for agentrouter + i18n.
