diegosouzapw c1ea96e03f feat(i18n): add 9 European locales (el hr sr lt et lv sl mt ga)

Batch 1 of the locale-expansion plan: Greek, Croatian, Serbian, Lithuanian,
Estonian, Latvian, Slovenian, Maltese and Irish across every surface —
dashboard catalog, docs mirrors, CLI catalog, README, locale index and the
marketing site. OmniRoute now ships all 24 official EU languages (51 locales).

Also fixes two defects the batch exposed:

- The placeholder-parity gate matched every "{…}" pair, so an ICU plural branch
  body (other {s}) counted as an argument named "s" and any correct plural
  translation was reported as drift. The scanner now follows the ICU grammar.
  Three translations that invented a {count} argument the English source never
  defines were corrected, as was one Irish string that translated the argument
  name itself.
- Language bars linked to mirrors that do not exist: docs/guides/I18N.md is
  English-only by design yet keeps legacy mirrors, so every new locale got a
  dead link. Bars now skip locales without a mirror on disk.

Use this checklist before tagging or publishing a new OmniRoute release.

Version and Changelog

Bump package.json version (x.y.z) in the release branch.
Move release notes from ## [Unreleased] in CHANGELOG.md to a dated section:
- ## [x.y.z] — YYYY-MM-DD
Keep ## [Unreleased] as the first changelog section for upcoming work.
Ensure the latest semver section in CHANGELOG.md equals package.json version.

API Docs

Update docs/reference/openapi.yaml:
- info.version must equal package.json version.
Validate endpoint examples if API contracts changed.

Runtime Docs

Review docs/architecture/ARCHITECTURE.md for storage/runtime drift.
Review docs/guides/TROUBLESHOOTING.md for env var and operational drift.
Verify the release/runtime Node.js version still satisfies the supported secure floor:
- >=20.20.2 <21 or >=22.22.2 <23
- npm run check:node-runtime
Validate the npm publish artifact after building the standalone package:
- npm run build:cli
- npm run check:pack-artifact
- confirm no app.__qa_backup, scripts/scratch, package-lock.json, or other local residue
Update localized docs if source docs changed significantly.

Automated Check

Run the sync guard locally before opening PR:

npm run check:docs-sync

CI also runs this check in .github/workflows/ci.yml (lint job).
