Markus Hartung 2e8508aefd docs(i18n): document the add-locale flow, the real-translation gate and regenerate the locale table
`docs/guides/I18N.md` still taught the deprecated Google-Translate path and its
"Supported Locales" table stopped at 32 of the configured locales.

- "Adding a New Language" is now the one-command `add-locale` flow (config, flag,
  dashboard catalog, docs mirrors, CLI catalog, README/indexes, bars, site) plus
  the validation commands, and states that `config/i18n.json` is the only place a
  locale is declared.
- "Supported Locales" is regenerated from `config/i18n.json`: all 42 locales in
  code order, RTL taken from `config.rtl`. The header stays verbatim because
  `GUIDE_HEADER` in `scripts/i18n/lib/locale-scaffold.mjs` anchors on it.
- Quick Reference gains `i18n:add-locale`, `i18n:check-ratio` and `i18n:sync-bars`;
  "Translate UI strings" now points at `i18n:sync-ui --translate-markers` instead
  of `generate-multilang.mjs messages`, and the pipeline section documents
  `i18n:run --adopt`.
- Every stale 43 count is now 42, the scaffold-only list drops `in`, and the
  `docs/i18n/in/` audit note records the retirement.

`docs/architecture/QUALITY_GATES.md` gains the `check-translation-ratio` row in the
`i18n-ui-coverage` job table, marked Advisory (CI runs it with `--warn`).
