Add "Agent Skill Catalog Tools (3)" section after Skill Tools (4):
- omniroute_agent_skills_list (read:catalog)
- omniroute_agent_skills_get (read:catalog)
- omniroute_agent_skills_coverage (read:catalog)

Add read:catalog row to Authentication & Scopes table.
Update count in section intro (40 tools total, including 3 new catalog tools).
