Markus Hartung 5900c47644 fix(providers): renumber GPL-derived retirement migration 163→166 and sync error-source label for v3.8.51

- src/lib/db/migrations: 163 collided with radar_feed_cache_generated_at
  and the two other provenance-sweep retirement migrations already in
  this batch (164 Designer, 165 Felo); renumbered to 166.
- Updated the migration's own 'migration:163' error-source literal and
  the 'retired in v3.8.50' text to match (166 / v3.8.51).
- docs/reference/PROVIDER_REFERENCE.md: regenerated via
  npm run gen:provider-reference.
