- carry #13115's two new requestLogger.detail keys into the 65 other locales (real
  translation in vi, which bans placeholders)
- rebaseline open-sse/executors/cursor.ts (grown by #13627) and
  src/sse/handlers/chatHelpers.ts (grown by #13879) in the frozen file-size list

Each PR of the wave was merged as the contributor submitted it after a combined-board
validation; this commit lands the board's reconciliation as one follow-up instead of a
push into every contributor branch.
