Resolves conflicts from the retarget (main -> release): unrelated files
(ci workflows, quality baseline, provider registry, executors, combo
validation, error sanitizer, pack-artifact policy, docs) take the
release version wholesale since this branch's own commit never touched
them. The two owned files (usageHistory.ts import ordering,
analytics/route.ts UsageRows typing) are merged to keep both sides'
changes.
