docs(env): document DENO_DEPLOY_API_BASE + NEXT_PUBLIC_DENO_RELAY_* vars (#1437)

The Deno Deploy proxy-pool relay port introduces three env vars
that the check-env-doc-sync gate requires in both .env.example and
docs/reference/ENVIRONMENT.md.
